Parents give report cards?

Schools have grades but should Principals also be graded?
What do you think? Is it appropriate each year, for parents to give a report on how the principal of the school did that year? How should this report be structured, fact based, with several areas of constructive criticism as well as review from parents? More than a survey?
I am a father of two boys, a one year old and a six year old, and my son attended a public school in 2012. My son was a kindergardener this year. There were several times in this year that I had to speak with the principal regarding the school policy, and the principals intentions to maintain relations between the parents and the administration. This leads me to ask should parents be given the opportunity to evaluate the principals performance each year.
What areas of the principals performance should be reviewed?
The areas that I have had to question the principals performance in the past year are.
After school logistics (how parents enter and leave the campus)
Principals responsibility to provide a safe environment. i.e. (children that are bullied after school).
Principals use of information and how it is disseminated (what's happening at school assemblies and testing dates)
Fair treatment of the principals administration (teachers and staff members)
This year I have had to meet with our local principal on all the above issues during the year. At times I had to take the issues even further because of a delayed response or inappropriate response. So this year I give our principal a C plus on her first year. The principal understands the concerns that I have raised, but is not as focused as she should be on solving the problems and keeping her word. She needs improvement organizing staff and assemblies on how the program will go and what not to say to parents at an assembly.  What issues does your school face?
How do you feel the principal at your child’s school handles your issues? Give a grade to your principal.
